He was born on June 6th,1949. Domingo García
Rada´s son, an outstanding attorney and university professor, ex_president of Jurado
Nacional de Elecciones. He married Lucila Velarde with whom he has four children.García Belaunde studied in the Maristas schools: San Isidro,
Inmaculada, San Pablo and Winnetka in Chaclacayo, having served to the country for the
first time as a private in Escuela Naval del Perú. He made his upper studies in the
Faculty of Letters of Pontificia Universidad Católica del Perú (1967-1968), and at the
University of Valladolid, Spain (1969-1975). He validated his studies in the Faculty of
Law at Universidad Mayor de San Marcos (1975-1976), so he graduated in 1981.
He is member of Colegio de Abogados de Lima and of Colegio
de Abogados de Valladolid (Spain) as well as of Federación de Abogados del Perú. He is
an industrial devoted to the textile field. He has been member of the Directive Committee
of the magazine El Mercurio Peruano. Founder and promoter of more than
twenty-five enterprises in the textile field, real state, and of exporting enterprises of
non traditional products.
He was secretary of the Minister Council during Fernando
Belaunde´s government (1980-1985). He was deputy of Acción Popular between 1985-1990.
Between his projects we have the creation of industrial developing towns in Chancay and
Cañete and the setting of the cannon laws of salt in order to benefit Huacho.
In 1990, he was re-elected deputy for Lima and provinces, roll that he took until the
closing of the congress. Since then until now he has devoted entirely to his business
activities.
He is the author of the following books: Los Ministros de Belaunde,
El Ministerio de Defensa en Debate, en la Oposición;Cañete: Ayer y
Hoy among others.
