He was born in Puerto Supe on may 12th,
1930. Abel Salinas began in politics quite young. When he was 13 years old he was already
member of APRA and organized difussion tasks among young people to whom he transmitted
Haya de La Torre political thoughts. Later he became a student leader. In 1954 he
graduated as a mechanic-electrical engineer at Universidad Nacional de Ingeniería. Years
later, he studied at the Latin American Institute of Economic and Social Planning in
Santiago de Chile.
By the end of the 60s he began to participate actively
in public management affairs. In 1969 he was appointed president of Junta Departamental de
Obras Públicas and a year later, he became member of the Superior Council of the National
Found of Economic Development. In 1991 he was elected representative of the Metropolitan
Council of Lima.
When APRA reached the power in 1995 he was elected
Secretary of Interior. Later he turned to be the head of the Energy and Mines Office from
1987 to 1988. The same year the Economy and Finance Department would be under his
responsibility.
By the end of Alan Garcías period of government
in 1989, Abel Salinas was appointed negotiator of the Peruvian External Debt. In the 1990
elections he was elected Senator of the Republic.
As a Senator he was elected president of the Bicameral
Commission of Economy and Finance. Two years later the breaking of the constitutional
order done by Alberto Fujimori put him away from his legislative functions.
